Politically, they would follow the politics of the day. The political status of Italy changed a lot over time. For a while, Italy was the brothel of barbarian tribes. Then it was divided among the Franks, the Byzantines and the Arabs. Then came the era of the Commons, and the City-States. Then the struggle between the Papacy and the now German-based restored Roman Empire (which clearly had little to do with Rome…), and we’re well into the Renaissance.
